CLARITY Compliance: Continuous Proof of Reserves

Proof of reserves became table stakes the moment the market learned how expensive it is to take "the assets are there" on faith. Every stablecoin issuer and tokenized fund now competes partly on how credibly it can show that what circulates onchain is backed by what sits in reserve. The GENIUS Act made monthly reserve disclosure a legal floor for payment stablecoins, and competitive pressure has pushed many issuers well past that, toward weekly or near-continuous reporting. CLARITY, if enacted in something close to its current form, would extend similar pressure to tokenized funds and other instruments by treating them under the same regulatory framework as the assets they represent.

The problem that remains to be solved is whether anyone can verify a reserve figure is true without taking the issuer's word for it.

A faster number is still someone else's number

For years the dominant model was the periodic attestation, where an accounting firm checked reserve balances at a point in time and signed a report that was accurate the day it was produced and decreasingly meaningful every day after. A quarterly snapshot says nothing about what reserves looked like the day before or the day after, which means an issuer under pressure can present a clean figure on the measurement date and operate very differently for the rest of the cycle. That weakness is real, and it still affects every issuer reporting on a slow cadence.

More frequent reporting narrows that window, but it carries a subtler version of the same problem. A real-time backing ratio is only as trustworthy as whoever computed it, because the reconciliation between circulating supply and reserve assets still happens somewhere the viewer can't see, against data the viewer can't independently check. Holders, counterparties, and oversight functions end up doing what they always did, just faster: trusting a number because of who published it rather than because they can verify it themselves.

Reconciliation you can check against the chain

Verifiable proof of reserves changes what the number is, not just how often it updates. Reserve assets, both onchain holdings and the offchain accounts standing behind them, are reconciled against circulating supply, and every result is produced with a cryptographic proof.

Space and Time is built for exactly this. It indexes onchain token state alongside offchain reserve and custody data, runs the reconciliation between what's circulating and what's backing it, and generates a proof for every result that anyone can check against the source state of the chain. The backing ratio stops being a figure the market has to accept on the issuer's authority and becomes a result any holder, exchange, institution, or regulator can independently verify, without trusting the issuer's internal accounting or any single intermediary in between.

The output is a continuously updated, tamperproof record that confirms reserves meet or exceed circulating supply at the moment the question is asked, backed by evidence the asker can validate. One verifiable source replaces a stack of competing reports and trust-me feeds.

Backing becomes a fact, not a disclosure

For issuers, verifiable proof of reserves turns a recurring credibility exercise into a standing advantage. An asset whose backing can be independently checked at any block carries a structural trust premium over one that asks the market to accept its figures on schedule.

For institutions and counterparties, the diligence cost collapses. Confirming backing becomes a query whose answer carries its own proof, which makes it feasible to monitor exposure continuously across every asset held.

For the market overall, the recurring crisis of confidence around whether reserves are real gets replaced with something that can simply be checked. Backing stops being a disclosure the market waits for and becomes a fact available, with proof, on demand.

Proof of reserves is one of the  areas covered in the CLARITY Compliance Framework by Space and Time.
